Alvin Phillips serves as the Senior Advisor to the President at the Council for Opportunity in Education. Before this role, he was the Senior Vice President for Membership and Human Resources at the Council for Opportunity in Education. Mr. Phillips has been with the Council since retiring from the U.S. Army as a Lieutenant Colonel after serving 20 years on active duty.
He joined the Council as a volunteer and spent his first decade directing the Legislation and Regulations Training program. With extensive experience in Human Resources, he has led the Council’s membership drive since 2006, drawing from his background in organizational effectiveness and extensive management experience.
Mr. Phillips earned his undergraduate degree from Arkansas State University in Jonesboro, Arkansas, and pursued graduate studies at the University of Arkansas at Fayetteville. Additionally, Mr. Phillips is married to Colonel (Retired) Tia Johnson, who served as the Assistant Secretary for Legislative Affairs at the Department of Homeland Security during the Obama Administration and currently holds the position of Visiting Professor and Director of National Security Law Programs at the Georgetown Law Center in Washington, DC.
