The release of the FY 2026 Talent Search grant application marks a critical moment for TRIO programs nationwide—and the implications demand immediate attention. On March 17, the Department of Labor released the new Talent Search application to the field, introducing a series of significant changes that raise serious concerns for the Council for Opportunity in Education and the broader TRIO community. As currently structured, the application proposes shifts that may fundamentally alter the purpose of the Talent Search program, reduce the number and size of awards available to current grantees, and reshape how services are delivered to students. At the same time, the TRIO community continues to await the release of the final Educational Opportunity Centers (EOC) application, adding further uncertainty to an already high-stakes grant cycle. COE is actively analyzing the application and working to develop clear, strategic guidance to support our members.
