The Council is seeking a dynamic and strategic leader to serve as Vice President of Public Policy.
This critical role will champion the voices and needs of students served by the Federal TRIO Programs—ensuring that low-income, first-generation students remain at the center of federal policy and funding decisions.
At a pivotal moment for TRIO, the VPPP will lead COE’s government relations strategy, representing the organization on Capitol Hill, with the U.S. Department of Education, and across key national coalitions. Working closely with the President and senior leadership, this individual will drive advocacy efforts, strengthen partnerships, and mobilize the TRIO community nationwide to protect and expand access to higher education.
The ideal candidate is a collaborative and forward-thinking policy expert with deep knowledge of higher education and the federal legislative process, a strong track record in government relations, and a passion for advancing educational opportunity.

This role works closely with senior leadership to expand revenue, strengthen donor relationships, and align philanthropic investments with COE’s mission to advance college access and success for low-income, first-generation students, and students with disabilities. The Director will manage a portfolio of donors and partners, oversee the full lifecycle of engagement from cultivation to stewardship, and drive the development of compelling proposals, reports, and communications.
