House Appropriations Subcommittee proposes 11% cut to LHHS budget; Slashes Federal Work Study and SEOG by 50%

The funding bill cuts education funding by 14%. Still, it maintains TRIO, GEAR UP, and Pell funding flat – meaning it does not increase or decrease – but will halve the Federal Work-Study Program and Federal Supplemental Educational Opportunity Grant Program funding.

The House Appropriations Subcommittee on Labor, Health and Human Services, and Education (LHHS), which writes the funding bill for the Federal TRIO Programs, will meet for its markup on Thursday, June 27. The Subcommittee released its legislative text for the Fiscal Year 2025 (FY25) markup on Wednesday, June 26. The funding bill cuts education funding by 14%. Still, it maintains TRIO, GEAR UP, and Pell funding flat – meaning it does not increase or decrease – but will halve the Federal Work-Study Program and Federal Supplemental Educational Opportunity Grant Program funding.

The full Committee will mark up the legislation on Wednesday, July 10, and House leadership hopes to pass the bill on the floor before the end of July. That’s why we must continue to advocate on behalf of TRIO. We encourage you to contact your Members of Congress – especially any Appropriators in your state – to remind them about the successes of your programs. Please check out our webinar entitled “Defend TRIO: Summer Advocacy Strategy” for an in-depth discussion of the appropriations process and advocacy options. Additional advocacy resources can be found in our Summer Advocacy Package. Use this staff list to contact your Member offices.

The Senate Appropriations Committee has not yet released any topline numbers for their appropriations bills. Chair Patty Murray (D-WA) announced that the committee will begin its markups in July. As the Senate prepares its own FY25 LHHS legislative text, Senators of the LHHS Subcommittee must hear from you. You can find your staff contacts here.
