ED Announces Major Interagency Shift: Department of Labor to Assume Expanded Role Over TRIO Programs

The U.S. Department of Education has announced new interagency agreements—most notably a Postsecondary Education Partnership with the Department of Labor that would shift administrative responsibilities for TRIO and other Higher Education Act programs to DOL while ED retains oversight—with COE monitoring developments to keep the community informed during this transition.

COE is closely monitoring developments following today’s announcement from the U.S. Department of Education regarding a series of new interagency agreements with the Departments of Labor, Interior, Health and Human Services, and State

Of particular significance is the Postsecondary Education Partnership between the Department of Education and the Department of Labor (DOL), under which the DOL will assume an expanded administrative role for numerous Higher Education Act programs, including all TRIO programs, while ED maintains its statutory oversight responsibilities.

These agreements represent a substantial shift in federal program administration. At this time, ED has stated that no immediate programmatic disruptions are expected and that grantees should continue working with their existing ED and DOL contacts. While not confirmed, it is our understanding that relevant staff from ED would transfer to DOL as a result of this agreement.
